Fort Atkinson was established by the War Department in 1840 during the early stages of removal of the Winnebago Indians from Wisconsin. The Fort was built as a temporary post to keep the Winnebago Indians west of the Mississippi River on land then known as Neutral Ground in Iowa. In 1848 the Winnebago were removed to Minnesota, and there was no longer a need for troops to be stationed in the Neutral Ground. The Fort was abandoned in 1849. The Historical Records Survey (HRS) had its origins in the Federal Emergency Relief Administration and the Civil Works Administration. In 1935 it came under the auspices of the Works Progress Administration Federal Writers' Project and eventually was designated as an independent program under Federal Project No. One.
